You can now use the AccessCode on SGWorkPass to check if your foreign employees can leave their residence (dormitory or non-dormitory housing) for work. The status of your employees' AccessCode takes into account 3 broad parameters:
- Their health
- Their residential address
- Whether your company and / or worker is allowed to resume work
They can only leave for work if their AccessCode is "Green" (can go out for work).
However, if their AccessCode is "Red" (cannot go out for work), they are not allowed to leave for work.
From 12 July 2020, AccessCode will be simplified further with the removal of the "Grey" colour code. For employers and workers who have not been approved by the sector agencies to resume work, the workers' AccessCode will be displayed as "Red" instead of "Grey".
Your workers can also use the SGWorkPass to find out why their AccessCode is "Red" (i.e. Cannot go out for work). Some of the reasons are:
- Worker’s health status is not cleared
- Worker has been tested positive for COVID-19 and not recovered.
- Worker is on Quarantine Order or Stay-Home Notice.
- Worker has not downloaded the latest version of TraceTogether and registered using his FIN and work pass card serial number.
- Worker’s place of stay is not cleared
- No approval given to start work (previously displayed as "Grey" AccessCode)
To see this information in SGWorkPass, your workers can:
- Scan the Quick Response (QR) code on their work pass cards
- Tap on the AccessCode colour bar to find out the reasons for "Red" AccessCode
From 12 July, employers can also download the AccessCode details of their workers from Safe@Work. For a start, AccessCode statuses of workers who hold a Work Permit or S Pass will be available. Downloading the AccessCode details for Employment Pass holders will be available in the next update.

My worker's AccessCode is “Red” and their AccessCode details shows “No approval to start work”. What should I do?Show
This means your company has not been given approval to operate, and/or your workers are not allowed to start work.
All companies should check the GoBusiness Portal to find out if they are allowed to resume operations. Please approach your respective lead agencies for assistance:

Building and Construction Authority (BCA)
If your worker’s AccessCode details show “No approval to start work”, it could be because:
- Your company has not submitted project or workers to BCA for approval.
- Your company has obtained BCA’s approval, but:
- Your project did not include the worker in the submission for approval.
- There is missing or wrong worker’s information in the submission (e.g. wrong FIN/UEN or FIN entered is not under the employment of the UEN entered).

The red status is either because:
- Active COVID: Your worker is confirmed to be infected with COVID-19. You should adhere to instructions from the Ministry of Health.
- Results inconclusive: Your worker's swab test is inconclusive and will need further verification swabs to confirm if he is infected with COVID-19.
In both situations, the worker is not allowed to go out for work, and should avoid physical contact with others.
It means that:
- The worker has not installed the latest TraceTogether on his mobile phone
- This requirement is temporarily excluded in determining the colour status of the AccessCode
You should encourage him to install the app to help in contact tracing.
The icon is red because the worker has not installed the latest TraceTogether on his mobile phone, and is required to install it for the purpose of contact tracing.
To install the latest TraceTogether app, your worker will need to register for it using his FIN and card serial number. Once installed, the TraceTogether icon will turn “Green” in 1-2 days.
The icon is red, either because:
- Dormitory / Block not cleared yet. Our records show the worker is staying in a dormitory that has not been cleared. You can check when the dormitory will be cleared. If this is not the case, you may wish to do the following:
- If the worker is staying in a factory or commercial premise (e.g. shophouse) that has not been registered as a Temporary Living Quarter (TLQ), please apply for the premise to be converted into a TLQ immediately. If you have obtained approval for the TLQs, please note that those approved with maximum capacity of 7 or more residents will need MOM's clearance to ensure measures are in place to prevent COVID-19, before workers’ AccessCodes are turned "GREEN". You may refer to our website to check on the clearance status of your TLQ.
- If the worker is not staying in a dormitory (e.g. HDB or PRP), or have moved to a cleared dormitory, please contact the dormitory operators to update MOM on their revised nominal roll using DormWatch, or through the dormitory's tenant management system. Dormitory operators need to de-register the worker from the dormitory's register. Once done, the worker's AccessCode will be updated within 48 hours.
- QR-code address and dormitory records do not match. This means either your worker has failed to scan the QR code in his room using FWMOMCare, or the dormitory operator has not updated the worker’s new room location. Please inform the dormitory operators to update MOM on their revised nominal roll using DormWatch, or through the dormitory's tenant management system. The worker's AccessCode will be updated within 48 hrs once the update is done.
This means that the worker's place of stay is temporarily excluded from being used to determine the colour status of the AccessCode.
You can update their residential addresses using:
Their AccessCode will be refreshed 1-2 days after their addresses are updated in OFWAS or EP Online. If their AccessCode is not refreshed, it may mean either of the following:
- Your worker has failed to scan the QR code in his room using FWMOMCare.
- The dormitory operators' record is not updated. Please contact the dormitory operator to rectify this.
The AccessCode is not applicable to FDWs. They can continue to work for their employers, as well as leaving home to buy food or groceries for the household.
Please ensure your worker has installed the latest version of SGWorkPass (Version 1.1.6) for their AccessCode to be shown in the app.
My worker does not have a smart phone or SIM card and cannot download the mobile applications. What should they do?Show
As an employer, you must ensure that all their Work Permit and S Pass workers download these mobile apps before they can return to work.
This will help to protect the worker, and prevent transmissions at the workplace and at their place of accommodation.
If your workers don't have a smartphone that allows them to download and use the mobile apps, you should help to source for it. You must treat your workers fairly and work out a mutually agreeable arrangement with your worker in paying for the phone.
You should then register your workers’ update mobile numbers using OFWAS (Work Permit holders) and EP Online (S Pass holders).

This appears when the worker's work pass is invalid such as due to expiry. Workers cannot work in this instance. Employers should log into WP Online or EP Online to check and rectify the causes that made his pass invalid.
I have reinstated my worker's work pass successfully and the SGWP now shows “Valid” but “AccessCode is being updated. It will be available within 48 hours”. Why is it not available even though I have already renewed the worker's work pass?Show
Due to data transfer process, it will take up to 48 hours for your worker's AccessCode status to be restored. In the meantime, he should not go to work until his AccessCode status is restored and is "Green". System enhancements are ongoing to improve the data transfer process.
Companies previously approved by MTI/BCA during the Circuit Breaker to carry out essential site activities and other types of Construction Account works are required to seek approval from BCA to continue work.
Your company has not obtained the necessary approval from BCA for your worker to continue work. You can refer to BCA’s Construction Restart Navigator for more information on how to apply to BCA for approval.
You may be asked to produce your work pass card to dormitory operators, security guards or Government authorities. They will use SGWorkPass to scan and confirm that you can leave for work.
Alternatively, you may be asked to scan your card using SGWorkPass and show the display to the relevant personnel.
You are only allowed to leave your residence for work if SGWorkPass shows "Can go out for work" ("Green" status).
Unless your dormitory is declared by ITF to be cleared of COVID-19 infections, you are not allowed to leave for card registration or other work pass transactions. Please refer to MOM website to check if your dormitory has been cleared.
Meanwhile, you can continue to use the Notification Letter to prove you have a valid stay in Singapore. The validity of your Notification Letter will be automatically extended.
